The value of goods exported or imported is controlled by the government through the exchange rate. I have goods you wish to buy. I will set prices for them in any currency you like; including the RMB. Since I consider the RMB's official exchange rate to be wrong, I charge more if you want to pay in RMB. You are talking about different thing. Here we are discussing the rate of a currency exchange which means at what rate you can convert US dollar into RMB or vice versa. For the business, you can only do that with Chinese government at the government's rate. If you are an exporter, all your cost is in RMB and you earn US dollar. You have to hand in all these US dollar and get back RMB. So you have to use government's rate to calculate how much RMB you can earn at the end. The same is true the importer. Of course you can adjust your price at whatever level you want, but the exchange rate is still government's rate. Basically the cost of Chinese export is constant in terms of RMB, if government set the rate lower, Chinese goods will be cheaper and import will be more expensive. Whatever the real value of RMB or the black market value of RMB do not matter.
