That's right as far as it goes, but there is more to the scenario. Satan, or Lucifer as he is called at this level of development, was among or perhaps the most intelligent of God's spiritual beings. Lucifer realized that there were options for doing things outside God's will, but he was not sure what the consequences would be. Lucifer had no other spirits leading him into this realm, but just kept thinking about it and finally decided to explore it. God knew from the beginning that this would happen, and had a solution to the problem already worked out. Obviously it wouldn't work for God to have placed any kind of restrictions upon Lucifer, because it would surely be only a matter of time before another spiritual being got into the same _frame_ of mind. If God shut them down when they came into this _frame_ of mind, it would be only a matter of time until all His spiritual beings had been shut down. God's solution to this problem was to let Lucifer go ahead with all he could muster and explore this form of rebellion in every way he could think of. The only restriction was that Lucifer was not allowed to completely destroy God's creation nor his created beings. We're getting into the last chapters of this program, and the going may get pretty rough in the very near future. I do believe, however, that Lucifer/Satan will eventually concede, repent and turn away, volitionally, from his agenda and when he does, God will forgive him. God is not willing that any should perish, and God is omnipotent. If this is the way it all works out, Hell will exist, but it will be an empty set, mathematically speaking.
