No big new military cash expected in federal budget (EXCERPT) at 16:59 on March 22, 2004, EST. JOHN WARD OTTAWA (CP) - No one is predicting a cash windfall for the military in Tuesday's federal budget and even Defence Minister David Pratt suggests any significant increases are a still a year away. Analysts certainly don't foresee any increases to the $12-billion defence budget. I don't think there's going to be any more money for defence, said David Rudd of the Canadian Institute for Strategic Studies. Historian Jack Granatstein, author of the newly published book, Who Killed the Canadian Military?, was even more pessimistic. He said Defence will be lucky if the government keeps the promise made in the last budget for an extra $800 million in spending this year. I'm not convinced they will, the retired professor said. My guess is that they will say there isn't enough money to do that, besides we're having the defence review and so everything's going to be on hold until that reports at the end of '04.
